Strange situation this.

If it was a kidnapping/murder or a kids prank gone horribly wrong you'd expect the parents to be frantically looking for their kid, yet the body appears to have been in the water for up to a few days and there is no missing persons report filed with police and no one looking to claim the body. Confused

How do you know that every parent who has a missing child hasn't queried the police, the problem is that the sickos who do this stuff are likely to take a child from another area or state.

I also get the impression that the condition of the body is making any means of identification difficult. They aren't even 100% sure of the gender let alone the age.

The news said tonight that it was a 2 year old boy, making identification difficult, as if the boy hasn't been reported missing, then the likelyhood of this poor child having dental records at the age of 2 is not good.
