isn't there a healthy debate raging now about whether to hand control over to the state governments?

I think you might find that the funding for University Doctor course places has been increased and will continue to increase at something like 5 or 10 % for at least 5 years.

Control is currently with the states. They get allocated money from the federal government but appear loathe to put any of their own in. Especially considering they are minting it between GST and stamp duty revenue.

Kevin 07 has proposed setting an agenda for the hospital systems to follow and if they don't perform, he'll take over control. Johnny has proposed to institue a board or committee to oversight the hospital administrators which the AMA endorses to my knowledge.
