I pay $79.95 per month for 1500/264 20/20 GB!
Thats 20Gb betweem 7am and midnight and 20Gb from midnight to 7am.
Throttled if you go over the limit, but only throttled for the 20Gb that you have broken.

How's that being ripped? I have the same plan (it's actually 12GB now Stui Cool ) which at 17000 kb/s, is 11 times faster than your connection (I've tested it and regularly hits over 19000).

You can test your connection speed here at http://www.speedtest.net/

Telstra also have a heap of unmetered sites which would cover a lot of your surfing needs. You can find them here at http://bigpond.com/unmetered/

Of course it's all relative to how use the net

I don't have access to ADSL2 or cable, so ADSL is my only option.
You are getting ripped because of the actual content amount you can have. For a mere $9.95 extra you get (according to the original post) 4 times the download allowance. That's more than worth 10 bucks.
As you say, it's all about how you use the net. I'm not a "gamer", which is the only way I could ever need those speeds.
