But how much goes back to the leadership who basically gave them a hit first and no questions will be asked ruling for the day? It’s no surprise someone went over the top given the mentality they had going in.

I don't agree with that, given the provocation they received I thought the Police were, with a couple of notable exceptions, excellent.

I'd believe it. Cops are public servants doing a fkn hard job, not stormtroopers aching for an opportunity to hurt someone. The occasional one will go off the reservation but that doesn't change the fact that they do good work in a difficult role.
