Very sad news as five people have lost their lives in what is described as being the worst civil aviation accident in Victoria in 30 years.

Five people have died as a result of Victoria's worst civil aviation accident in 30 years, after a plane crashed into a shopping centre near Melbourne's Essendon Airport, authorities say.

Witnesses described seeing the plane erupt into a "massive fireball" after it smashed into the DFO centre just after 9:00am.

Victorian Fire Services Commissioner Craig Lapsley said no-one had survived the crash.

"At this stage, the advice we have is that there are no fatalities other than on the aircraft itself," he said.

The ABC has confirmed the pilot was Max Quartermain, the co-owner of Corporate and Leisure Aviation, which owned the plane.

he company's website said Mr Quartermain had over 38 years of charter experience and "an impeccable safety record".

Victorian Premier Daniel Andrews said the relatives of those on board were being contacted.

"We are currently reaching out to their families to provide them with the support that they need to try to comfort them at what must be just such a horrible moment," he said.

The ABC understands that US citizens were among those killed in the plane crash.

However, a US embassy spokesman in Canberra said that could not be confirmed.

"We extend our deepest condolences to the families and loved ones of those who died in today's tragic crash," he said.

"We are unable to confirm the nationality or the identities of the victims.

"The US consulate in Melbourne is working closely with local authorities."

The plane crashed into the back of shops — including a Spotlight store — and a carpark, which is opposite the busy Tullamarine Freeway.

A Spotlight store manager said 20 staff were inside at the time, but none were injured.

The shopping centre was not open.

Family lived at Oak Park opposite the N/S Runway. I remember the rumblings of the big transports coming in. It's tragic with all on board lost as it could have been a lot worse. I remember one crash that took out a whole family. That airport has had it's detractors for many years and they will come out of the woodwork again.

Will add, I was working with my friends wife on his 60th Birthday present and that was a King Island Golf Trip and with the same company. Shocked
