Absolute justification for prosecuting the individuals involved.
Does it justify shutting down an industry?
If it's rogue behavior, No.

So yes it's justified. Unfortunately whenever humans are involved in something, greed usually follows, whatever it takes.

I've read a theory that goes something like this.
Wherever there is a high reward - low risk option, people will take it.

Be nice to see humanity come out on top of the dollar for a change! | Good Point TP but smoking kills people not animals. The Greyhound is an introduced animal and it's an income generator for people. No one gives up their income without a fight and you have already have sitting NSW MP's objecting as well as the opposition MP's. Victorian MP's on both sides are for Greyhound racing to continue. |

The NSW Government has released documents that it says discredit prominent greyhound trainer Tony Gannon, who has been campaigning against the industry shutdown with Opposition support.
In State Parliament on Wednesday afternoon, Deputy Premier Troy Grant tabled two transcripts of an interview Mr Gannon did with the Special Commission of Inquiry.
" Personally, I don't care about dead rabbits. The issue of money is more my concern to keep the industry going."
The second transcript was of a phone call the trainer made to then-CEO of Greyhound Racing NSW, Brent Hogan.
Mr Gannon made the call after finding out Four Corners had footage of live baiting.
"I would have bashed the f**k out of them and took the camera," he said."I mean, if you know they've got the video, surely you would have done something?"
Later, he told Mr Hogan he was "ringing other blokes who do similar things".
"They've cut right back, just to be on the safe side," he said.
