Yep - They can Block sites they don’t want the Public to look at.

Reminds me of China and other Countries under Dictatorship

Every article I've read fails to address these questions (to be fair, this may be a result of the vagueness of the government bill):

1) What sites will be blocked? Just the obvious ones like The Pirate Bay, or all sites that allow non-commercial downloading?

2) How easy is it to subvert this ban through, say Tor or Hola?

3) What legal liabilities might there be for individuals who find a way around the ban and continue to download?

1) I guess you will find out when you try to Access a Torrent Site. It comes up or Not. I dare say they put a List out to say what is blocked

2) I know it’s Easy with VPN and I say the same with Tor. What is Hola

3)I say there be the same as it has been

It seems like it is essentially a VPN service. I've been using it for about a year now – it's a good way of seeing geo-blocked content like Jon Stewart videos.

That sounds like it would hide your Surfing the Internet but won’t hide what you Download on Torrents.

Firefox I hear have VPN Plug-Ins as well

And that, I guess, is where my third question comes in: once you get through the ban, visit the website and click "download torrent", does it matter if they can detect you? Obviously it's illegal, but no more than it ever was, and obviously pretty much no-one ever gets prosecuted. But would it be more of a crime deliberately accessing a blocked site?

The Actual Using the Torrent Laws are still the Same.

VPN would hide your Torrent Use as it be in the VPN Channel - Though Downloads be a Bit Slower then it would of been without the VPN

The same type of torrent blocking system has been in the UK since 2011 with little success. Some of the most popular torrenting sites in the world, including The Pirate Bay and Kickass Torrents, have all been blocked, but people keep finding ways to download content.
Typically, within hours of a site being put on the block list by an internet provider, hundreds of mirror sites that offer the same content pop up for users to access. Then, by the time those sites are blocked or taken down, there are more to replace them. It’s a never-ending circle.
UK residents have also worked around blocks by using proxy websites, which stop the internet service providers (ISPs) from thinking they are actually visiting those websites.

It’s like Drugs being Illegal but it’s Rampant in Society
