Having a functioning brain is said to be helpful. Though probably not mandatory in American politics.

Trump is very intelligent, and I'd think a savvy businessman with an understanding of economics would be just what the USA needs right now. |

I don't think you're wrong on the comparison there, although I'm not sure whether he's more or less competent ... either way, we're not exactly aiming high here.
