You couldn't say Muslims are the main instigators, more likely on the receiving end particularly the racial stuff but whatever is going on, they are becoming a far less tolerant society. How that relates to all the immigration they've had in recent years is anyone's guess.

Gov’t Report Reveals Extent of Radical Islam in French Public Services

1,500 extremists registered with law enforcement either currently are, or have at some point been employed in a socially significant service, while investigators claim shortcomings are present in the monitoring of radical sentiment among police officers, health workers, athletes and students.

A report prepared for the French National Assembly has revealed dangerous vulnerabilities of French government agencies to radical Islam, Le Figaro reports.

"Vigilance is needed here, especially since the hiring of thousands of private security officers is coming on the eve of the Paris Olympic Games of 2024," the document says.

Mossad is widely considered in the top handful of spy agencies in the world. They often know stuff before it happens but their motto and role is Israel first, so they aren't big on sharing with other countries unless there's something in it for them.
