The place to start is the Security Council's powers under Chapters VI and VII of the UN Charter. The question of what constitutes such a threat is a matter left to the political proceses of the Council. Thus, the Security Council could authorise the use of force, if it chose. For well-known reasons (including the voting alignments of the permanent members with the veto power), it probably won't. |
The problem is though, what if the situation, like this, isn't actually a threat to international peace and security but a simple matter of the people running a country absolutely and totally abusing it's citizens human rights?
NK is one, Zimbabwe would probably qualify as would some other African countries. A dictator (whether elected or not) and his family and cronies life the palatial life while the 99% have utterly zero chance for a decent life.
It's actually a moral and ethical question and I appreciate that it's a loaded one. Who decides what those human rights are? I doubt that people in The Congo would appreciate the western view, nor would many of the many "non-white" countries appreciate seeing the old white brigade paternalistically coming in to sort out the mess.
Economic sanctions don't work, trying to give aid doesn't work, the only real solution in some of these places would be to replace the government and senior people with a caretaker government charged with building infrastructure, funded by international donations, until the country is able to stand up again.
Unfortunately the track record of those african countries that were colonsised and governed by Europeans who built all the infrastructure, isn't great once they were booted out. _________________ Every dead body on Mt Everest was once a highly motivated person, so maybe just calm the **** down. |

No, Stui - you misunderstand. Since the Security Council gets to decide whether particular circumstances constitute a threat and since the Council's decision is non-justiciable (so that it is a final decision), if it says something is such a threat, that's an end of the matter. My recollection is that the UN's involvement in Rwanda was arguably predicated on a conclusion that the human rights abuses (genocide there) were a threat to international peace and security. As you may recall, the Rwandan situation was at that time an entirely "internal" or "domestic" matter of the kind in which the Council had declined to intervene for fear of interfering with State sovereignty. |

Refresh my memory, how did that turn out? Apart from a lot of 1 armed blokes trying to farm dust. _________________ Every dead body on Mt Everest was once a highly motivated person, so maybe just calm the **** down. |

Funny reading the USA media interpretation of Kimmies little tanty. Even funnier to read the missile launch was delayed due to a problem with Windows 8 _________________ Fighting against the objectification of woman. |

That is pretty horrible, Jezza. Sort of makes you wonder what's worse—whether the 'pornography' thing was just a trumped-up charge to get rid of a few undesirables, or whether they were executed because they actually were 'guilty' of what they were being accused of. Somehow the latter seems even more horrifying. _________________ All watched over by machines of loving grace |

It takes a special kind of nutter to order this...
She was luckier than Kim Chol, vice minister of the army, who was executed with a mortar round in October 2012.
Kim Chol was reportedly executed for drinking and carousing during the official mourning period after Kim Jong-il's death.
On the explicit orders of Kim Jong-un to leave "no trace of him behind, down to his hair," according to South Korean media, Kim Chol was forced to stand on a spot that had been zeroed in for a mortar round and "obliterated."
Also, not sure how ones popularity can peak after a single called Excellent Horse Like Lady... |

I guess the results are in: no, North Korea should not be taken seriously.
Unfortunately, it probably seems less amusing to the people who live there. _________________ All watched over by machines of loving grace |

That's the way to do it. Let CSI try to do that jigsaw puzzle. _________________ Every dead body on Mt Everest was once a highly motivated person, so maybe just calm the **** down. |

Disneyland is no longer the "Happiest place on Earth".
It's apparently now North Korea.

The plane had barely landed, and the propaganda had already started. I was officially part of the first tourist delegation ever to visit North Korea for New Year's. Over the next five days, I'd be under 24-hour surveillance, and I'd be hearing all sorts of interesting "facts." |

I'm guessing if this article gets read by the powers in Nth Korea, the author should decline any invitation to return. _________________ Every dead body on Mt Everest was once a highly motivated person, so maybe just calm the **** down. |

Nah take it fom me, Disney WORLD Florida is the happiest place on earth!
Ok maybe not for the workers who apparently don't get paid much, but they don't show it! Yeah a few days there again, getting waited on hand and foot, and eating the amazing steaks at planet Hollywood, and volcano deserts at the rainforest cafe, oh yeah, I can do that! _________________ You cant fix stupid, turns out you cant quarantine it either! |
