I live around that area, around about 11:30pm i was coming home and there were so many cars and so many people thousands of them.

It has been going on for years. However im sure it used to be on a Tuesday night previously or maybe a Thursday night.
You could go to that 24 hour maccas and the car park along with the blockbuster car park would be filled with hotted up cars. Not half obvious what was going on.
If the Police were half serious they should have done an undercover operation. Sent in an undercover cop or performed a surveillance operation and filmed the actual drag racing and at least have photogrpahic evidence.
Its not like they havnt had 10 or so years to plan it as thats how long its been going on for if not longer.
Also seems like the Police save the capsicum spray for the Melbourne Victory fans. Find it quite strange they wouldnt have used capsicum spray in a situation where bottles are being pelted at them and a shop being looted.
