Dead driver gets a parking ticket.

Those gutter rats will stoop lower than low. Just imagine if the driver needed assistance and the Parking Gutter Rat just ignores this and fines the car.........They really are a breed of their own.

That's pretty shocking that. You would think that the inspector would have seen the person and tried to wake them up if it seemed like that were asleep.

what did he die of could it be the inspector thought he was asleep ?

You would guess that is what he thought, but you would think that the inspector would try to wake him up and tell him he is in a clearance zone. However, I guess you can't really blame it on the inspector.
