No it wouldn't. Modelling for the project estimated that only 13% of vehicles coming in off the Eastern would continue onto the new section. That's one of the reasons why the Libs wanted to keep the business case secret - according to pretty much all the advice the former government received from traffic and transport experts, the project was an ill-conceived and over-priced dud. |

But no one's game to link the Western Ring Road at Greensborough to the Eastern freeway, completing the actual ring, because of the backlash from lobby groups.

Well there's no money to be made out of a road where land has mostly been set aside for it to be built and charging tolls would be political suicide for any party willing to finish the original not for profit plan!
Why doesn't Linfox, Toll transport ect lobby for the ring to be completed, because the companies they have investments in wouldn't make enough out of it. It's all about the profit.
